The fact that Scott Wiener also endorsed Leno makes me wonder if Leno is more pro-housing than advertised and did this “preserve character” messaging to scoop up Jane Kim votes.

no. It's a loyalty thing as one generation of LGBT politicians supports the other. Leno was always worse on land-use.

Breed winning a plurality is not a democratic mandate. Kim and Leno voters couldn't agree on which of the two of them should be mayor, but a majority agreed that they would rather have an anti-housing candidate as mayor rather than the pro-housing candidate.
