There’s a circularity to it. Test scores are a passable metric, but will be impacted by investment in the school and investment in home life, which of course is a huge force multiplier of what happens at school.

Also, parents in rich neighborhoods tend to have kids who are better students regardless of school quality for a mix of genetic and cultural reasons. A large chunk of the difference in performance between schools tends to be caused by selection bias.
