There are 4,000 miles of canals in California, used for water conveyance. Thinking creatively about renewable energy land use issues yields these kinds of solutions.

I'm assuming this is a joke, but in case its not...
Using electricity does not emit CO2. Producing electricity by burning fossil fuels does. Unless it all comes from clean energy (e.g. nuclear, hydro, wind, solar, geothermal), using electricity causes CO2 to be emitted.

Carbon removal is about 10% of the solution, while emission reductions are around 90%. Doing 10% without the other 90% doesn't make much of a dent in the problem.
At the same time climate is such a big issue that mitigating it is going to require stacking a lot of 10% solutions!
