I've sure seen plenty of mansplaining. When men do this sort of thing to other men, is it still mansplaining? I think the answer's no, but honestly I don't know, so I'm asking.

It’s a good question. Is it the assumption of greater knowledge that’s the problem, or the assumption that a woman has less knowledge? I think most women use it for the latter.

I guess I "mansplain" to everyone, all genders. :/ Always try to err on the side of mentioning something that may already be known rather than be talking gobbledygook.

The easiest way to handle this is saying, “are you familiar with this topic?” If they say yes, proceed with what your point. If not, then you can explain. Trust that people will ask if they don’t understand.
