If this is private property, there are steps that must be taken before we can access the property to clean and remediate.

What are the steps? Or do you have a link where I can find the steps? I am noticing so many properties are getting out of control thanks to the system currently in place, and then it unfortunately falls in your lap. Slumlords are making your job more difficult it seems...

This is simple: 1. Fine the landlords until property is cleaned up. 2. If not fine is paid, place lien on the property. 3. If lien is not paid, seize it and auction it off — with requirement to pre-pay clean up fees. 4. Enjoy cleaned up city.
