    Yes, it's called runtime-adjustable preemptive scheduling, and can be set via the kern.sched.preempt_thread OID. It controls priority for when the scheduler decides that a process has stayed long enough on a thread.

    FreeBSD's scheduler does have a concept of "interactive" processes, yes; it's not specific to GUIs though. FreeBSD also tends to avoid sacrificing latency for marginal increases in throughput; this is relevant with things like disk I/O queues.
