I always saw Act 10’s exclusion as a maneuver to avoid biting off more than could be chewed. If GOP legislators in WI believed their D counterparts would be on board, I could easily see a follow-up.

While I’m all for adding police and fire to Act 10 (In fact, my cousin before he retired as a state legislator introduced a bill to do just that), I don’t see much incentive on either side to bolster Act 10. Especially among Wisconsin Democrats.

Politics being the art of the possible, Act 10 was a close run thing and probably couldn’t have included them and succeeded even if there was that desire.
