They can still do that. But they have to tell consumers they are doing it, and allow consumers to opt out. What they are addressing in that point is models which encourage, for example, customers to buy 5,000 copies of a single music album to boost their rank on a given platform.

If a person opts out, he/she will start seeing irrelevant contents and ads. That will be terrible for all parties. Hopefully there’s a way for people to change their minds and opt in again.
