Yes. It means all of these things. The basic idea is to reduce dependence on Chinese (or US) made or manufactured goods and services, as well as cut off avenues for potential tech integration that could damage US (or Chinese) national security.

I think this underscores my point. Technologies under the decoupling banner, like 5G, are being defined like pornography - "know it when we see it," and thus policy is reactionary.

Also, I don't know what you mean by "I know it when I see it" in the context of 5G. It's more tech than just 5G, I used that as the most public example. BIS at Commerce is constantly defining more tech (& associated companies) in this context based on an understanding of threats.
