What does "decoupling" even mean? Is there consensus around a set of metrics that would define it? Maybe I'm not talking to the right people, but no one in my industry has been able to tell me with any conviction what decoupling is, much less whether or not "it" is even possible.

People keep asking whether or not I think decoupling is a good idea, and I don't have an opinion, because the truth is, I don't know what they're talking about, and I suspect neither do they.

Decoupling means a lot of things, like different pieces of the tech stack, where already a lot of separation, but could be more in areas like standards. Then there are supply chains, manufacturing, etc. which are different for each sector. Financial sector also at play here...

Right, exactly. We have these top-level ideas. Supply chains, manufacturing, standards, finance, people, ideas... the level of complexity in each one of these areas is astonishing. I find it irresponsible to make policy without really understanding the results.
