A full investigation is needed & heads could roll. A terrible death toll & perhaps big mistakes were made. Still, flood mitigation efforts may also have prevented an exponentially worse death toll? (ie.30's Chinese/Yangtze floods,50's Manchuria/Yangtze floods, 89 Sichuan flood)

Good point. Hard to say what would have happened if no infrastructure had been established. Reading through the criticisms, though, sounds like low effectiveness, Zhengzhou has small-scale flooding every year (or at least that's what citizens are saying, but that's just goss).
