Tip of the iceberg. Oracle has been a key provider to Chinese gov agencies for ages - I run across them constantly in relation to gov databases. I just did a search through Chinese Ministry of Finance records. In the last 6 months, Oracle mentioned in 237 gov procurement docs.https://twitter.com/gwbstr/status/1364015451332780036 …
Granted, quite a few of those mentions are simply outlining technical requirements for internal government platforms, saying "must support Oracle databases." Many others, however, directly call for use of Oracle tech.

The majority of use cases are largely benign, but Oracle usage is so widespread in Chinese gov, and so many agencies are running big data and predictive experiments, that it would be nearly impossible to verify how tech is ultimately being leveraged.
