Mostly agree, but "The implied solution to this challenge is at best to limit user protections for the sake of national competitiveness..." Oh? Thought the solution was to concept an equally efficient data environment that enables innovation while protecting privacy.

That’s what we were arguing should be the solution, but at the time the US industry goal seemed to be to avoid limits on their shall-we-say surveillance capitalism by arguing regulation would only empower China. We said: Maybe try competing on being the trustworthy option.
