Why do russians never take any responsibility over the actions of their state? How can you say that "yes, my country invaded you with tanks, but it is not personal, let's be friends". Russians, if smart, should just be silent.

I have never seen guilt by association work out. It usually demotivates the insiders that can change things, and solidifies the whatever crappy status quo there is. This is why "us" vs "them" is bad.
