      I read a bunch about this a few months ago, and I was sort of astonished at the lack of actual scientific work on the question. It's crazy that Chinese scientists "just know" that viral spreads are airborne and Western scientists "just know" that they aren't.

      The part I never got clear on is why this was a difficult question. It doesn't really seem all that hard to model and test for various sizes of viruses.

          A big part of it is the foundational work in the West all revolves around airborne transmission of TB which is a bacteria. This partially changes the relevant thresholds of "aerosols" and what are relevant droplet sizes and the physics of everything.

          Because the true answer implied significant risks to public health and, therefore, expensive and disruptive remediations. The institutional incentives to not come to that conclusion were profound.

          The gold-standard test would be to expose a bunch of people, at various distances and with various levels of masking and air filtration, to actively infectious patients. Such experiments have been done in the past, but are considered unethical these days for deadly diseases.
