Well, SpaceX wouldn't build a moon base in any case. It would only provide the big rocket to fly back and forth — and that would be the BFR that doesn't exist.

There are some trims to earth science, but not huge (6.5%). Astrophysics gets a bigger haircut (12%), and planetary science gets a 20% boost. But these are just proposals by the administration. Congress decides.
