Isn't is due to saturation levels being different? Eventually exponential growth should slow down when reaching the full population. 60M vs 325M

with travel ban you can saturate the isolated parts while not reaching the full country population.

Of course. That's the point of all the extreme measures countries are taking right now. I was explaining why cases per capita was not a useful measure for a pandemic.
