To be fair, there is often a proprietary period where the scientists who built the instrument get to take a first crack at the data. But there's no reason that ISRO couldn't have released an image of the landing site or shared the coordinates.

NASA also has its own share of inadequate data sharing am sure. It's government agency, they do as they think right. They report to the PM so maybe best taken up with PMO.
