It's not a question for mathematicians: there is no math in it, only elementary-school level arithmetics. The answer is 16. If it were 8÷(2(2+2)) then the answer would be 1. Yes, it's that simple.
Of course you can. If it’s set up as fraction, that is EXACTLY what happens. There are implied parentheses around the denominator. Just as you’re imagining parentheses around 8 ÷ 2.

The difference: with a fraction, the order of operations matches what it looks like it should be. With this infernal expression. the 2 is closer to the (2+2) than it is to the ÷, which leads people to multiply first. That's bad design and bad notation if that’s not your intent.

I agree that it’s bad design and poor form to write the original expression. And I’m only coming from the direction of a computer program.
