Yes, but that's not the "controversy" here. People aren't miscalculating. They're calculating different expressions, because the notation is (pointlessly) ambiguous.

Yes, partly because it's inconsistent. If you're going to use the divide sign, you should also use the times sign (x). But either way, parentheses should take precedent.

That's an arbitrary (hence meaningless) rule. If you learned one set of rules, you get 16. If you learned the other set of rules, you get 1. If this were a real calculation, you'd write the expression as a fraction and get the answer for what you're actually calculating.
