I wondered if lack of space in print was the reason for not much detail. Back when it came out, ESA had a lot of discussions with Russia and NASA about it. There was some money set aside and it seemed a pretty decent roadmap, but as you point out seemed to have gone nowhere.

Yes. This is what led to partnership w/ESA building Orion SM. They were considering launching Orion on Ariane V. I believe it all fell apart with advent of commercial crew; which would have made Orion/Ariane obsolete, or at least absurdly overpriced.
