Large chunk of the $3B-$4B is the $50M-$80M/astronaut for rocket rides. The space tourists will pay that separately. Plus, NASA is not pricing this to make a profit. Look at the $3B-$4B as sunk cost; the $35K/night covers the incremental expenses for the visitors.
