My sense is that by setting a firm date for the EM-1 launch in 2020, Bridenstine is establishing the rationale to cancel the program if it continues to under-perform.

If Trump isn't reelected, Bridenstine won't have much say on what happens after 2020. So his one job is to launch SLS in the next 1.5 years, preferably before Election Day.

I fondly recall begin told in 2016 how the next president was going to get a boon on his/her first year in office with the SLS launch. didn't realize he was referring to 2021!
