Bridenstine says SLS needs the Exploration Upper Stage as part of its return to the Moon. It's extremely difficult for me to see that being ready remotely close to 2024. It's an entirely new rocket.

Also, the President's budget request released earlier this month called on funding for the Exploration Upper Stage to be deferred indefinitely. So ... ¯\_(ツ)_/¯
