There is a reasonable place to draw the line: the "Geophysical Planet Definition". It requires that an object be large enough to be round (~250 km). Anything smaller than this should be called a "natural satellite" rather than a "moon". https://www.hou.usra.edu/meetings/lpsc2017/pdf/1448.pdf …

If Saturn's moon Mimas is the threshold, that would give 20–21 moons in the solar system. Much more reasonable.

Perhaps “moon” around a planet should follow the same definition as “planet” around a star. At a philosophical level “moon”, “planet” is a categorization that human beings instinctively desire. We like putting things in boxes. Shades of gray is something we can’t deal with.
