Why can’t there be a city sponsored ‘tent city’ on a big stretch of land with bathrooms. A pea patch. And fire pits to cook food. With frequent stops by a food bank. Free buses every hour to and from downtown? Tents along I5 and under every overpass are a disgrace.
The city does has several tiny home villages equipped with facilities & located along transit routes. Here's an example: https://lihi.org/tiny-houses/tiny-house-village/ … There are numerous reasons why individuals may not seek these services, though, which is why we're trying multiple approaches.
