They have embraced the philosophy and practice of restorative justice. By using a Public Health model, we will be able to do more.
This is not just about services for youth while in detention, but changing policies and systems to keep youth from returning to detention, and avoid having contact in the justice system in the first place.

Under state law, we detain youths not as punishment, but for their safety. Most youths in detention are awaiting trial, not serving sentences. Whether they're there briefly or for a long time, we want that experience to reduce trauma, not become more traumatizing.
