What does this mean in practice? —Healthy people can go to stores and parks but should follow guidelines around handwashing, etc. —Anyone who thinks they may have COVID-19 should assume that they do and, as such, stay home and away from other people.

Folks should assume that they and everyone they meet is infected, to avoid any unnecessary interactions that might lead to further infection, and to wait & monitor to see if they have in fact been infected so that they can isolate and recover without presenting a risk to others.
