It seems possible to prioritize a network of roads to be cleared for transit, 1st responders, and maintenance crews. Declare a regional municipal snow day, in which biz cannot req definitively non-essential staff to come in. Put pay protections in place - accounting for weather=

If residents on non-arterials want to clear roads, they can go for it. Make it easy & comfortable for transit ops, 1st responders, maint staff, to stay overnight at work, if they would prefer to avoid roads. Run special transit trips for these staff.

Our crews at King County Roads are responsible for plowing and sanding major roads in unincorporated areas. Of 1,500 miles of roads, 15 percent are plowed—specifically for the purposes of first responders, transit, etc. https://www.kingcounty.gov/depts/local-services/roads/snow-and-ice.aspx …

The county's priority snow routes connect police and fire stations, hospitals and emergency centers. The chronic underfunding of services means making a lot difficult choices in the pursuit of safe and necessary travel.
