      It's not so much a 'most improved system' recognition -- judges only consider performance measurements over the previous 3 years. Also, APTA is only interested in outcomes, not just intentions, on the 12 quantitative measurements. - staff

          If anyone on Twitter really thinks that LACMTA had North America's actual best large transit system in 2006 (or, for that matter GO in 2013, TTC in 2017, RTA in 2007, or SEPTA (!!!) in 2012), I'd like to discuss their views over lunch. APTA awards clearly centre on improvement.
