5/5. B: This is a necessary level of funding for the scientific programs. Z: We understand that all of our requests can’t be satisfied. But now we can continue to work on the three fundamental programs: lunar missions (Luna-25, 26 and 27), Spektr-UV and Venera-D.

Im still confused. Is this them just canceling the 150bln roubles in planned cuts or is this 14-15bln of additional spending per year on top of the 150bln in restored spending? Would think its additional spending to make up for lost year.....

They've cut 150 billion rubles from the Federal Space Program first, then they gave 14-15 billion a year until 2025 for the scientific programs. This is why Borisov calls it "increased funding", and Zeleny - a "restored funding".
