The agreement doesn't contain any obligations, including financial ones. It will just give more opportunities for MTKS to work with Roscosmos enterprises. The spacecraft should be ready in 2024, and the creation of four units will cost about €136 million.
According to the company's plans, Argo will be able to deliver a payload of up to 2000 kg to orbit and then return a payload of up to 1000 kg to Earth, using the Soyuz-2.1 b rocket, for $69 million, which should be cheaper than Dragon.
I should also mention, that MTKS employees are not newcomers in the Russian space industry. A lot of them worked at RSC Energia before, then left it for S7 Space, and some time ago they founded this new company.

Looks like it'll make powered landings like Dragon V2 originally was.
Correct it's chef-designer was a former Energia Orjol chef-designer, which will land powered as well. ARGO will also soften the landing with a big damper, the landing gear comes out after touch down. Reuse up to 20 times.
