    Carlos Flores has been denied parole 10 times and served 37 years for a crime he committed at 17. His lawsuit alleges this is unconstitutional.

    Approximately 630 people in New York State are currently serving life sentences for crimes they committed between the ages of 13 and 17. Most face tough fights to get paroled.

    The Judge who issued the emergency stay is Ann Donnelly. She was appointed to the court by President Obama in 2014.
