It means religion likely wasn't his motive, but any ideological motivation would make him a terrorist. This Incel ideology that he followed may be used although I'm guessing rapists and most serial killers hate women too, so I'm not sure how they differentiate that.

If he's muslim and running down people in a truck/van that's a reasonable guess, no? I think the bigger problem is that people want to insist that all mass murderers are terrorists. Happened with the Vegas killer and Austin bomber. They weren't, Dylan Roof and James Fields were.
