sf dept of public works has deployed hand washing stations around the city for the homeless (good!) and some mystery man keeps filling one of them in my neighborhood with shrimp

When I lived in Williamsburg, on a really hot day I saw someone with just tons of shrimp cooking on their stoop. Been thinking of the stoop shrimp ever since.
I saw a dude shoplift a 5 lb bag of frozen shrimp once at whole foods, just grabbed it and went running out, and I similarly cannot stop thinking about him
