I'm not familiar with the ins and outs of unemployment in NY, but if it's similar to California, this may make it easier for drivers to file for unemployment after the outbreak fades and these delivery jobs go away.
One reason the trip payment standard is higher is because for-hire vehicle companies do not reimburse drivers for expenses like gas or time waiting for trips.

the pay policy set by the TLC is designed so drivers take home $17.22/h after expenses. this program appears to reimburse *some* of those expenses. $17.22 is intended to reflect the minimum wage ($15/h) for employees in NYC, after accounting for things like paid time off :)
That wasn’t a minimum wage, it was an “earnings floor.” Once you account for expenses and unpaid wait time and taxes it definitely dips below $15.
The wage standard is tied to trips, not hours, so you could argue $15/hour is more than what drivers are currently earning because the number of trips have gone down.
