Michigan has several cities with significant African American populations. Detroit of course but also Southfield, Oak Park, Flint, Inkster, etc.

Exactly right. I was thinking about this just yesterday as to why this might affect the African American community harder than others. I think a part of it may also be their distrust of the government and media (for good reason) - i.e. thinking this may be a hoax?
