As of yesterday, Auditor-General has the power to a) refer irregularities uncovered during audits of govt depts to law enforcement. And b) issue certificates of debt to personally hold financial and accounting officers such as DGs responsible for irregularly spent amounts

There are many commendable laws on paper in SA...whether the AG will have the fortitude to do the above remains to be seen.
