Biology is able to pass a lot information from one individual to another as lots of animals are born “ready to go” in both perception/control. And a large fraction of children getting better rapidly as they age can be brain maturing, not magic learning.

Amazing how little they can do at age 1 week with all that experience. The observable improvement from birth to age 5--language, walking upright, hand-eye coordination, writing -- seems to dwarf that " few hundred million years of experience". Am I missing something?

You're missing this: Mr Karpathy has to rationalise the fact he's been paid many millions of dollars to do one thing - make cars drive themselves - and he hasn't got close.
