Not all countries has analogues of the "fair use", sadly. The US law may conflict with other countries laws and studio rights, but in the end, studios can both block videos, or strike it. And we see that happening. YT doesn't want to risk their offices or being sued overseas.

How is it binding, if anime is not american content? Remember that Youtube distribute videos worldwide, and has office in most of the countries, so they have to take that into consideration too. Americn law is not binding over other countries.

I don't agree with this copyright shit, i don't like how the business works, but that's how it is. Anime are bound by japanese law, and content in youtube distributes whatever it is showing to all the world.
