        文科大臣は加計獣医学部の認可申請を受けた際に、その内容がそもそも「既存大学では対応困難」「獣医師の新需要あり」等の閣議決定（石破４条件）に適合するかどうかを確認し、その上で大学設置審に諮問する義務があった。これを怠り、そして、設置審でも４条件の審査は行われず「裏口認可」となった。
