Umm no. Mexico wanted US settlers to move in to help control comanche raids Then Santa Anna tried to bring Texas back under the fold from basically being independent. After he got his butt kicked by Texans, they signed a treaty making Texas independent.

Then US offered to annex Texas and Texas agreed. Mexico decided they didnt like the treaty any more and attacked US soldiers. They soon regretted that. We had control of most of Mexico but gave it back because we just wanted Texas. Mexico is responsible for what happened

And Mexico actually had more troops than the US. Santa Ana commanded 70k regular troops and 15k volunteers. The US had 72k total.

Not to mention European nations were pushing Mexico to go to war because their Military was considered to be better trained and manned that the United States.
