@HamasakiLaw says the community Tenderloin Task Force and others are asking for a coherent strategy resulting in streets where everyone feels safe. "It hasn't been the case for 27+ years I've lived here." Recognize the intractability of the problem.

@MaliaCohen also says@sfdefender emailed about concerns, which were emailed to commissioners. QUESTION: is that SF Defender email somewhere on the Police Commission website? I don't see it here https://sfgov.org/policecommission/30-day-correspondence-police-commission …Show this thread -

Recommendation 1: update social media policy as case law evolves, so officers are aware what can and cannot be posted. Elias: asks about disparities between DPA & Internal Affairs (IAD) findings for training failure. Answer: DPA provides the report directly to Chief, not via IAD. IAD doesn't open a case; DPA already initiated it. Elias asks for a report of DPA cases confirmed/rejected by IAD.

Elias: asks for robust discussion with officers. Moser: DGO2.09 revision is an opportunity. Off-duty social media is the core issue. Elias says it is essential DPA is brought into the conversation. DPA is eager to shape 2.09 posting & in investigations (5.16, too).

@SFDAOffice due to 4th amendment concerns. SFPD agrees to bring that at the next presentation.Show this thread -
Elias: a recommendation was short video trainings on 4th amendment violations, status? Including DPA 4th amendment training, since sometimes SFPD doesn't agree with 4th amendment findings by DPA -- shouldn't officers know both standards? Disservice to the officers.

@SF_DPA@PaulHendersonSF asks about timeframe & specific reports: what does Elias exactly want? Elias: wants any rejection, whether it is incomplete investigation or 4th amendment failure, and quarterly time frame with potential changes based on trends & capacity.Show this thread -
@SF_DPA@PaulHendersonSF asks for specific re: DPA involvement? Elias: internal affairs needs to involve both charging agencies (DPA) before training is drafted to prevent officers from being subject to discipline. Once drafted is too late. Moser: agrees.Show this thread -
@larry_yee asks about page 8, #1 Social Media: people at events take pictures with officers. Are there guidelines for that? Is SFPD monitoring social media for staff violations 24/7 with immediate response? Does DPA?Show this thread -
Moser: Media staff monitor mostly news, but see whatever comes up. "We're not monitoring officers' personal social media accounts." This case involved someone on their personal account which crossed the line, disclosing work to the level of misconduct.
