The idea that you don’t need both markets and good policy is totally bonkers. If you only have one, you’re in trouble.

I think the response to Caplan is that it is possible to identify states with high capacity. I think Rwanda and Ethiopia (depending on regional political violence) will have strong growth for the next two decades. State capacity might be hard to define, still a useful concept
