I appreciate your consistency, but whoever holds the POTUS office will continue to take these types of actions until there is a change in legislation and/or constitutional amendment. For me, I want to see both. Get more of your colleagues on board and make some changes.

Just because Congress has not exercised its responsibility to declare or not declare war in the past, that does not make it Constitutional.

I imagine there may be provisions in the U.N. charter but to act with 2 or so countries outside that, yes. Too easy to rationalize questionable wars and create a bigger war.
