I called my Rep and both Senators yesterday about this. I wanted to know what Congress is doing to compile evidence on WHO the aggressors are and when they will present this evidence to US. I said basically the same thing: CONGRESS needs to declare war, or not.

Your reading of it would deny the President the right to take preemptive action, an unwise position. In any case, however you read it, if everyone believes it confers this authority and behaves as if it does, then defacto, it does.

So, if President Trump orders an attack against Syria, you are saying that order will be in violation of law? If that is the case, let me remind you of Article I, Section 2, Clause 5 and Article II, Section 4 of the Constitution you swore to Support and Defend.

However, the Presidents keep skirting this and using the AUMF from after 9-11. Congress needs to shut that down. It is used much too broadly and not as intended. It is being stretched to the extreme. Congress which is dysfunctional will likely do nothing.
