Our record on the ground has been much better when we declare war and follow our democratic rules. Pretty bad when we try the empire route and let the exec branch run undeclared war. Buy in from the public with full and honest disclosure matters.

Democratic rules are whatever the majority says. In a republic, the rule is the Constitution. This is why the difference is not just semantics.

A President can say or do whatever he wants, but nothing happens if it's not funded. So the bottom line is, every illegal federal act/law is congress's fault. Because they fund it and do absolutely nothing to prevent it.
