    1) Let's talk about what the President can and can't do for this Omnibus Bill. There's a lot of discussion both ways so let's examine how money gets allocated & spent in the US Government: 1. Congress allocates money to be spent. The President spends the allocated money.

        He's has explained at length. He's been explaining since the bill was signed and is probably a little perturbed by now that "Joe Internet Expert" thinks he knows more about procedure and law than a sitting congressman who is also a lawyer.

        Auburn girl, no one is incorrect, Amash's comment related to initial nonsense claim that Trump can spend any of the money as he pleased (ex. Money designated to bailout Obamacare etc.) because it was an Omnibus spending bill - He cannot. These would be funds allocated for defense
