But this bill is only for 6 months correct? Which means it can be changed at the end of 6 months? If the POTUS decides he want to delay any money for discretionary spending, does he not have the authority to do so even if he must send it back through Congress?

A new appropriations bill will be due September 30. Without further congressional action, the president must expend amounts from the Treasury in accordance with the law he just signed. It is one of the biggest spending increases in history.
-
I realize this & I realize the reason Trump felt he had to sign it is bc it was crucial for our military. You said "without further congressional action"...I take that to mean that Trump can delay discretionary spending if he sends it back to congress? Is that correct?
-
No, I mean that Congress could pass a new appropriations bill to override the current one, or Congress could pass a supplemental appropriations bill. The president would have to sign such a measure into law; until then, he must follow what he just signed.

My advice for everyone to do their own fact checking is simply bc there r is too much false info & no one should ever take what they read from anyone as factual unless they verify for themselves. That's why I changed from democrat to republican
I fact check republicans as well -

How did everyone suddenly become an expert in authoritarian budgeting? The right wing media machine continues to poison peoples understanding of what govt can do.
-
I guess the bigger problem is that a lot of people are suddenly realizing the master dealmaker isn’t actually good at making deals, and would rather just let him do whatever he wants than acknowledge that.
