        Submitting a 2,200 page atomic bomb on the eve of a shutdown with all types of odd events happening is an abuse of the power vested in the legislature. The funding is there for the military therefore i suspect a different stance in six months

        Why doesn't the President do what Bush Sr did? Can't he use presidential signing statements to enact the good parts and write letters to Congress telling them why the bad parts weren't signed in?

        They're not a blank slate to ignore bad parts of the law. The executive branch has enforcement discretion to an extent, but they can't just ignore parts of the law. I mean, they can and do and they get sued and too often win anyway, but they're supposed to execute faithfully.

        The President signs an order of enforcement after every bill he signs into law. He decides how it gets enforced, period. Notice how there's no instructions on how to enforce the laws in the bill itself? There are parts in that bill that are unconstitutional.

        That is one of the tools the President has to check Congress. In the event that something like this happens again, how is Congress supposed to be checked? Is the President supposed to sue Congress and make the Supreme Court decide?

        No. If there's an unconstitutional part, the president has discretion not to enforce. Then someone will sue the government to get it enforced, assuming there is a plaintiff with standing. Then courts step in.
